Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Multi-Country Office - Caribbean 2022 – 2026 programme; and envisaged 2027 – 2031 programme are aligned to the agency’s global 2026-2029 Strategic Plan with a focus on the four (4) Thematic areas most critical to women and girls; Women’s Leadership and Decision-making, Women’s Economic Empowerment in Resilient Economies and Women and Girls Free from Violence; and Women, Peace and Humanitarian Action. All the impact areas, like the SDGs, are interconnected and interrelated and these programmes will be implemented both at the regional and multi-country level. The UN Women MCO Caribbean covers 22 English and Dutch speaking countries and territories in the Caribbean and maintains a physical presence in five (5) countries, but there remains high and consistent demand for the exercise of UN Women’s integrated mandate across the 22 countries and territories across the region. Reporting to the Head of Office a.i. the Monitoring and Reporting Consultant will provide support to the Multi Country Office (MCO) Caribbean colleagues in incorporating monitoring and reporting into programme formulation as well as tracking against Strategic Plan targets and the reporting of results to internal and external audiences *.* Description of Responsibilities /Scope of Work 1. Quality assurance of corporate monitoring and reporting systems - Prepare an inception brief and workplan; - Conduct quality assurance of the MCO’s data in UN Women's internal Performance and Results Integrated System for Management (PRISM), specifically the Planning & Budgeting and Monitoring modules. Verify completeness and accuracy of SN/AWP Monitoring and Strategic Monitoring data and flagging PRISM–Quantum variances exceeding 10% to the Programme Team for corrective action; - Provide technical support to the MCO’s compliance with corporate reporting deadlines in PRISM. 2. Support to the operationalisation of the 2027–2031 Strategic Note Results Framework - Support the preparation, entry and quality assurance of SN 2027–2031 results data in corporate system (PRISM), including Development Results (DR) and Organizational Effectiveness and Efficiency (OEE) indicators, baselines, milestones and targets, verified against the approved results framework; - Provide technical inputs to the development of evaluation plan, monitoring indicators, monitoring calendars and field monitoring plans for the 2027 Annual Work Plans,(AWP) aligned to the SN 2027–2031 results framework. 3. Results monitoring and management reporting - Support MCO monthly programme meetings to serve as the primary platform for the 2022 – 2026 Strategic Note (SN) indicator monitoring and performance review in accordance with the Standard Operating Procedure: Internal Monitoring & Donor Reporting Review Workflow - Facilitate the process of the MCO’s annual report drafting - Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys; - Consolidate quarterly partner and country-level results data and prepare management briefs to inform senior management decision-making; - Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; - Collect and maintain results data for country, regional and global corporate reports. 4. Support to UN system coordination reporting and gender-responsive M&E capacity development - Provide technical support to UNCTs in completing the UNCT-SWAP Gender Scorecard annual progress reporting and in developing or updating their respective action plans, with intensified support to the Suriname, Trinidad and Tobago, and Belize UNCTs, and other UNCTs as required; - Prepare UNCT IMS annual reporting inputs, including gender equality marker data, and UN Women results entries for UN INFO; - Prepare responses to RCO-coordinated surveys due within the contract period; - Deliver capacity development support on gender-responsive monitoring and evaluation to UNCT, Gender Theme Groups and inter-agency counterparts where applicable, including preparation of training materials. Monitoring inputs to the Draft 2027 Annual Work Plans: monitoring indicators, monitoring calendar and field monitoring plans aligned to the SN 2027–2031 results framework 30 November 2026 15% 5. Report on UNCT-facing coordination and reporting support: (a) technical support to UNCTs’ completion of the UNCT-SWAP Gender Scorecard annual progress reporting and development/updating of respective action plans, with intensified support to the Suriname, Trinidad and Tobago, and Belize UNCTs, and other UNCTs as required; (b) UNCT IMS annual reporting inputs, including gender equality marker data, and UN Women results entries prepared for UN INFO; (c) responses to RCO-coordinated surveys due within the contract period; and (d) capacity development support on gender-responsive M&E delivered to UNCT, Gender Theme Groups and inter-agency counterparts where applicable, with training materials and a delivery summary annexed 15 December 2026 25% 6. Draft 2027 evaluation plan prepared for entry in the Global Accountability and Tracking of Evaluation system (GATE), and revised MCO monitoring tools and field monitoring/spot-check templates aligned to the current PMR policy and the Standard Operating Procedure: Internal Monitoring & Donor Reporting Review Workflow 17 December 2026 5% 7. Corporate reporting data: zero-draft results inputs for the 2026 UN Women annual reporting process 18 December 2026 15% TOTAL 100% Consultant’s Workplace and Official Travel This is a home-based consultancy. As part of this assignment, the consultant may be required to undertake up to two (2) missions to support field monitoring, and the verification of programme results with partners (Deliverable 3). Required Qualifications: Education and Certification: - Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
